Språkverk is being developed as a controlled workspace for public and regulated organizations that use AI and language tools for translation, document management, publishing, and communication with citizens.
The platform will help the business manage how content is processed, which tools and people are involved, when human quality assurance is required, and what documentation should accompany the work process.
Språkverk is not a new translation engine. The planned product focuses on the management, routing, and documentation of language work.

Developed first for the public sector
The primary target group consists of municipalities, directorates, and other public entities that handle recurring multilingual communication, personal data, or documents where errors could have consequences for rights, services, or trust.
Språkverk is designed for teams working on, among other things:
- Resident letter and guidance
- Websites, forms and published information
- Translation and language versions
- Terminology and linguistic quality
- AI-supported document work
- Sensitive or restricted documents
- Ordering and follow-up of language resources
- Situations where the need for an interpreter must be assessed
Functions
Many businesses have guidelines, supplier agreements, and requirements for privacy and quality. The challenge arises when these requirements must be followed in a specific work process.
Språkverk is intended to make it possible to translate the organization’s approved policies into practical control points.
Planned core features include:
- Registration of document type, language, purpose, and processing needs
- Classification of sensitivity and consequence level
- Rules for approved, restricted, and prohibited tool usage
- Routing for internal quality assurance, subject matter expert or external supplier
- Human review and approval
- Registration of non-conformities, exceptions and escalations
- Terminology and human-approved language choices
- Documentation log for subsequent inspection and verification
This is how the workflow is planned
An employee enters a text, document, or language request into Språkverk. The user provides the necessary information regarding language, document type, purpose, target audience, and content.
Språkverk will then use the organization’s own rules and control points to propose a processing route. This could include, for example:
- Approved AI-supported workflow
- Internal linguistic or professional quality assurance
- Professional translation
- Specialist review for Sami languages or other low-resource languages
- Limited processing of sensitive content
- Human assessment of whether there may be a need for an interpreter
An authorized person must be able to approve, modify, or override the proposed route. Tool selection, assignments, corrections, approvals, and justifications must be able to be recorded in the documentation log.
Business access and controlled processing
Språkverk is designed with business access, role-based permissions, and a clear distinction between users, quality assurance personnel, administrators, and external vendors.
The pilot design shows Microsoft Entra ID and Feide as possible login options. Entra ID may be relevant for employees in public and regulated entities, while Feide may be relevant for organizations in the education sector.
Final login and integration solutions have not been chosen. Which identity solutions to prioritize will be clarified together with the pilot partners.
The planned architecture must support:
- Role-based access
- Access by task and treatment need
- Logging of submission, viewing, modification, approval and export
- Business-specific rules for data processing
- Use of approved suppliers and subcontractors
- Control over where and how content is stored and processed
Before Språkverk is used with actual personal data or sensitive content, the supply chain, data processing agreements, security requirements, storage, and any data transfers must be clarified.
Translation and human quality assurance
In the pilot design, the source text and target text are displayed side by side, paragraph by paragraph. Språkverk should be able to use the organization’s own rules to flag review requirements related to language version, terminology, accessibility, personal data, data storage, and human approval.
The system must be able to support the work, flag risk, and suggest a processing route. A person with assigned approval authority shall make the final decision. Approvals and changes must be recorded in the documentation log. In the event of a new version, only the changed content shall need to be reprocessed.
Human-approved translation memory
A memory that gets better with every approval.
Each approved correction becomes reusable knowledge. The company's own segments, termbases, reviewer decisions, and quality notes are human-approved, access-controlled, and linked to the correct risk level.
Sensitive terms can be screened, while approved language choices strengthen future drafts. Over time, LanguageWorks builds a quality profile for each workflow, each language, each business, and each reviewer group.
The right task for the right person

Språkverk routes each request to the right people with the right level of control. Work can be assigned to internal professionals, approved language resources, vendors, or specialist reviewers based on language, sensitivity, risk, and deadline.
Every assignment, comment, approval, exception assessment, and handover is documented. Reviewer decisions strengthen reusable memory, quality history, and documentation for later review.
Support for follow-up of interpreter needs
Translation and interpretation are different work processes. Språkverk is not intended to replace an interpreter or automatically determine whether a business is required to use an interpreter.
A later module is planned to support the organization's work to:
- Register situations where the need for an interpreter must be assessed
- Route the case to a responsible professional
- Document the assessment and decision
- Follow up on the use of a qualified interpreter
- Register and justify any exceptions
- Tie the decision to the company's written guidelines
Possible workflows related to the National Interpreter Register will be assessed in a later development phase.
Development path
From a limited pilot to a controlled platform for language operations.
Language tools are developed in stages. The initial goal is not to replace all existing tools for translation, interpretation, or case management. The initial goal is to document that the controlled workflow functions: submission, risk classification, routing, quality assurance, approval, secure processing, and documentation.
Pilot partners help validate which controls are most important in real-world language work in the public sector, what integrations are needed, and what documentation should be stored for internal control, privacy assessments, procurement, and auditing.
Phase 1: Pilot Workflow
Submission, simple classification, routing, human review, approval and documentation log for selected document types and languages.

Phase 2: Quality Assurance and Memory
Terminological control, translation memory, quality notes, reviewer decisions, and reuse of human-approved language choices.

Registration, human assessment, routing to a qualified interpreter, documentation of decisions, and follow-up on the company's guidelines.
