A clear basis for the procurement
From 1 July 2026, the Public Procurement Act applies to procurements with an estimated value of at least NOK 500,000 excluding VAT. Below this threshold, the organization's mandates and internal procurement procedures still apply, in addition to the rules on conflict of interest.
ClearNord's standard assignments have a defined scope and a fixed price below this amount limit. Before ordering, you will receive a written offer specifying the scope, deliverables, fixed price, agreement period, and total value including any options. The offer provides you with the basis to evaluate the purchase against internal procedures and existing framework agreements. If the assignment is part of a larger procurement, the value must be assessed as a whole.

ClearNord provides practical advice on work processes, routines, and responsibilities. The advice does not replace the company's legal assessments.
The assignments do not include legal analyses, a full Data Protection Impact Assessment (DPIA), technical security audits, procurement or technical implementation of new systems, software development, or the provision of interpretation services. If such needs are identified, we describe them and recommend further follow-up.
The organization is responsible for decisions and formal approval. The Data Protection Officer's role is to provide independent advice and monitor compliance with data protection regulations. The organization's information security function can contribute with assessments of security requirements and risk.
The initial mapping can usually be based on interviews, routine descriptions, agreements, and anonymized or constructed examples. ClearNord therefore generally does not need information about residents or confidential documents in this phase.
If it later becomes necessary to share actual content, we will agree on access, storage, and deletion before the material is shared. If the content includes personal data, the organization will clarify the legal basis for processing, and the parties will clarify their roles under the General Data Protection Regulation (GDPR) before the material is shared. When ClearNord is to process personal data on behalf of the organization, we will enter into a data processing agreement before the processing begins.
